Tohu 1: Te Mana
Supporting and strengthening the ability of claimant whānau & iwi as a lead voice of Wai 262.

A well-informed group of claimant whānau & iwi is vital to Kanohi Ora engagement

Claimant whānau initiated the process of Kanohi Ora engagement and remains at its spearhead through the role of Te Taumata Whakapūmau, along with support from their iwi. This aspect is essential to realising the purpose and aspirations of the original claims.

Tuku Projects & Māori-led initiatives Fund:

  • The first round of applications have been received and will require some support to ensure alignment to Wai 262. Applications that are project-based were favoured over those that sought to build an operational-model. 
  • Included in the Crown Budget FY22/23  Wai 262 Funding is the sum of $4.02 million for Māori led initiatives arising from the Wai 262 workstreams over the 2 years to 30 June 2024.  It is recommended that decisions relating to the use of these funds are to be undertaken by a joint decision-making group including Te Taumata Whakapumau representatives based on a jointly developed framework.
  • Taumata Whakapumau Representatives that have been proposed to be a part of the Decision-making Group alongside TPK (and confirmed) are:
    • Melanie McGregor
    • Tina Porou
    • Haami Piripi; and
    • Aroha Mead. 
    • 1 x additional representative is required. 
Opportunity for other hapu/Iwi/Maori to consider Wai 262 projects:
  • Te Taumata Whakapumau will need to consider key relationships and the Wai 262 work programme to ensure any relevant relationships are across the funding opportunity. 
  • An investment decision-making framework has been drafted for consideration to ensure overall objectives of the below. 
Any proposal fits the overarching outcomes/objectives of:
a. Enabling Māori-led initiatives to realise the economic, environmental or cultural benefits of protection and appropriate use of mātauranga Māori. 
b.               Identifying operational means to protect and appropriately use mātauranga 
c.                Māori to illustrate broader system needs;
d.               Build qualitative and/or quantitative information to assist in system design of priority mahi. 
Investment Decision-Making Framework 
Te Mana  Draft criteria for ‘Tuku’ projects that originate from the original claim.  Include:‘kia pumau te mauri’, intergenerational and succession planning and the scaling up of claimant whanau and iwi projects that realise the economic, environmental or cultural benefits of protection and appropriate use of mātauranga Māori. E.g. digitisation, iwi-based projects.  
Te Korero  Draft criteria for stakeholders/relationships who have entered the Kanohi Ora engagement framework.  Include initiatives that build qualitative and/or quantitative information to assist in system design of priority mahi and that extend influence across the Rangatiratanga Sphere. 
Te Tikanga  Draft criteria for technical workstreams operating in the Rangatiratanga Sphere who can support the development of a Tikanga Framework at the interface with Crown to preserve, protect and promote Taonga Maori and Matauranga Maori.     
Te Whakawhitiwhiti  Existing Wai 262 partnerships with TPK, common approach, monitoring and evaluation mechanisms.  Look for initiatives that prioritise collaboration and partnerships with other organisations.

Claimant Whaanau-led initiatives / Iwi Coord Funds / Tuku Projects: 

  • Claimant Whaanau-led initiatives / Iwi Coord Funds: Hui have been held to ensure Iwi coordination fund agreements are in place for the initial funding to 30 June 2023, as agreed at the last Taumata Whakapūmau Meeting. Agreements still to be finalised: Ngāti Wai, Ngāti Porou.
  • Primary expectations of Iwi Coordination agreements: Quarterly updates to Te Taumata Whakapumau,, ongoing provision of 2 x representatives, at least 2 x rohe-led hui before 30 June 2023 and contribution to national programme as appropriate.

Rangatira Fees:

  • We are currently gathering details for rangatira fees registrations to make the process easier for our kaumaatua and Taumata Representatives to be honoured for time given to national hui, as we prepare for waananga. 

 

Tohu 2: Te Kōrero
Hosting conversations among Kanohi Ora, connecting legacy holders & others

Raising awareness to develop the way forward

Counterparts from across the Rangātiratanga sphere of influence, who connect with the aspirations of the legacy holders, are woven into the process through Kanohi Ora engagement; allowing the kaupapa to evolve in-step with contemporary developments and thinking.

Kanohi Ora engagement is currently planning to progress wananga as provided to the Taumata Whakapūmau Hui held on 7 March. This includes: 

- Te Aho Matua wānanga - 1 x wānanga in Te Tai Tokerau and 1 x approach to Tā Pou Temara. 
- Tai 262 plans - Tai 262 currently have an internal focus to connect within claimant whānau
- Pakihi Māori - to ensure engagement continues between now and June, Pakihi Māori forums are being planned to gather feedback on the Taonga Framework 
- online forums 
- supporting 2 x claimant whanau & Iwi hui prior to 30 June
- Kahu Aronui wānanga -  these have been adjusted to interviews to work with the availability. A list who are being interviewed across May 2023 are below: 







National Iwi Chairs Forum Quarterly Report:

  • A draft report has been submitted to Pou Tahua that includes an update on recent work including proposed Sui Generis to establish a Taonga Māori Framework
  • Initial thinking has been provided to consider the establishment of a Taonga Māori Framework that considers commercial or regulatory activity as a trigger.
  • More work and insights are required to consider what a Clearing House could entail and how a hapū-based model would work.


Tai 262:

  • Two rangatahi representatives have been provided from each Iwi to develop the Tai 262 plans moving forwards.  Hui have been held between claimant whānau and Iwi to nominate the two representatives and will report back following their haerenga. 
  • Tai 262 recently presented at Te Hira Pu Ao, a national Taiao conference for kaitiaki led by Tina Porou 
  • Tai 262 have begun their own planning to hui on their plans / next steps. 
  • Ngati Porou to provide 2 x rangatahi to Tai 262. 





Tohu 3: Te Tikanga
Developing a mechanism at the interface with the Crown to preserve, protect and promote taonga & mātauranga Māori

Extending our influence as kaitiaki into the Kāwanatanga sphere of influence

“Māori control of Māori things”, as the catch cry of Wai 262, requires us to reimagine public institutions and civil society for Aotearoa as sites of power where the integrity of taonga and mātauranga Māori is not compromised; we want to develop and endorse a Tikanga Framework for this purpose.

Kahu Aronui work programme update: Kahu Aronui have continued to progress the Taonga Framework and planning of bespoke engagements with Maori experts. A fuller update of the Taonga protection options being considered to date will be provided at the end of the month once Kahu Aronui have had an opportunity to provide feedback. 

Rangahau Series to inform Taonga Framework:

Practioners have been identified to contribute their relevant expertise across Flora & Fauna, Biologoical & Genetic Resources, Traditional Cultural Expressions and matauranga. Initial identified people are below. 






Tohu 4: Te Whakawhitiwhiti
Supporting the emergence of a national Māori voice to speak with the Crown on ngā kaupapa o Wai 262

Bringing the fruits of Kanohi Ora engagement into the relational space with the Crown, where substantive and procedural outcomes of Wai 262 will ultimately be negotiated, Rangātira ki te Kāwana, based on a tikanga framework that recognises and affirms the rights and obligations of kaitiaki at an individual, whānau and hapū/iwi basis.


Minister Mahuta request to attend Taumata Whakapumau Hui: Minister Mahuta would like to attend the next Taumata Whakapumau Hui and discuss the letter sent 2 March 2023 on emerging priorities below, as well as the wider work programme. Mid-June was the next agreed date. Proposed:  Wednesday 14 June 10am-4pm

Emerging priorities section of letter to Minister Mahuta 2 March 2023 for reference 
• Kawakawa as a case study for Rongoā protection: to consider the learnings of the Manuka situation and consider Kawakawa as a test case for a model of protection given its taonga nature across hapū and Iwi at a national scale.
• A Clearing House mechanism: The Wai 262 closing submissions discussed a clearing house to support addressing Wai 262 matters. While initial work is being undertaken alongside a Sui Generis model, there is the potential to pilot options of a Clearing House for hapū and Iwi consideration to support Sui Generis work.
• Kauri Ora: ongoing protection to ensure Kauri can thrive through application of Wai 262 principles; and
• A hapū and Iwi-owned biodiversity credit system: Ngāti Kuri and Rangitāne are willing partners ready to test what a Wai 262-adherent partnership could enable with system shifts based on Wai 262 for enduring taonga protection of biodiversity specific to hapū and Iwi.

Reporting to TPK : The Secretariat / KMO have been working with TPK to meet the funding and reporting framework. Te Pae Tawhiti have agreed to consider the insights and engagement mahi already undertaken by Te Taumata Whakapumau to inform the Te Pae Tawhiti work programme. 

Weekly hui are held with Te Puni Kokiri and Te Pae Tawhiti have requested joint hui to support progressing policy recommendations by July 2023 to ensure the next Government is provided appropriate advice on what should be delivered regarding Taonga protections. 

An update on these joint hui will be circulated to ensure the Taumata Whakapūmau are able to attend where available.
